A Perspective on the National Budget Speech

The Budget Speech in South Africa is a pinnacle event on the business, individual and political calendars of all. One percentage increase or comma added could have a knock-on effect for those at the top and bottom of the scale.


Dr Azar Jammine will provide a unique perspective on the the budget speech. He will look at the 2019/2020 budget review including the fiscal framework, revenue proposals, customs and excise duties. He will consider the estimates of national revenue and replies to the budgetary review and recommendation reports. Furthermore he will share his opinion about the division or the revenue bill, the appropriation bill and the estimates of national expenditure.


This presentation will give you an understanding of the objectives and goals of national expenditure for 2019/2020. You will understand the implications from a financial perspective and the implications of the budget on the political landscape. Dr Jammine will discuss the budget’s impact on South Africa’s current economic landscape, investor and business confidence, and on you as an individual. Whether the budget can be sustained will also be discussed. The problems faced by state-owed enterprises will be addressed and the need for improved governance. The issues of partial privatization, state capture, emerging markets, foreign investment, offshore investment, corporate tax, personal income tax, VAT, GPD forecast will also be addressed.

Dr Azar Jammine, Director and Chief Economist, Econometrix

He has been in his current position since December 1985 and has established a significant profile in South Africa as an analyst and commentator on domestic and international economic affairs. Dr Jammine has conducted approximately 4000 presentations to leading client corporations and other institutions as well as at conferences dealing with the local and international economic environment. In this capacity he has been invited over the years by several corporations to serve as independent non-executive director.


Dr Jammine is a member of the National Advisory Council on Innovation, a body of experts appointed by the Department of Science and Technology. Academically, Dr Jammine obtained a BSc (Hons) in Mathematical Statistics and a BA (Hons) in Economics at Wits, followed by an M.Sc in Economics from the LSE and a PhD at the London Business School.
